Thank you, Andy. For awareness, ASU is currently operating at the equivalent
of OHSU's Level 1, with the addition of limited access to buildings.
To inform discussions with university leadership, it would be helpful to know
where other institutions are currently operating, and to hear status updates as
they occur.
Anyone care to share their status?

Subject: [core administrators network forum] OHSU Guidelines for COVID19
research activities
Just to let folks know how OHSU is handling operations, in case you want to
compare:
With the ongoing COVID-19 pandemic, we are defining five levels of
responsiveness that laboratories at OHSU will be required to adhere to. Our
goals are to keep our research community safe and healthy, support research on
the SARS-CoV-2 virus and its accompanying COVID-19 disease, practice the
necessary social distancing required to minimize coronavirus spread in the
community, and most importantly, to reduce the impact of research operations on
the functioning of the healthcare mission.
As of today (3/17/20), we are at Level 1. When modified operations begin on
Monday, we will be at Level 2. I fully expect OHSU to move to Level 3
immediately, and you should be prepared for us to move to Level 4 as early as
the middle or end of next week. Note that multiple triggers may catalyze the
transition to Level 3 or Level 4, for example a significant depletion of DCM
staff (e.g., from child-care responsibilities or illness).
These actions are consistent with what our colleagues are doing at other
institutions, especially those affiliated with hospitals. Note that this
communication is focused on laboratory research, not clinical research.
Clinical research has been addressed in this document.
If you have not done so, you should plan for how you will curtail lab
operations and eventually shut them down. See the two sample plans: a blank one
courtesy of UCSF and the plan created by my lab.
This is a living policy that will evolve as conditions change. Stay safe.
Levels of Research Operations
Level 0
Normal operations
Level 1
Teleworking encouraged
Social distancing required
Level 2
Lab research shutdown plan reviewed and approved by chair or director by
Thursday, March 19 (we will provide a fillable form within a few days, but
please do not wait for that) No new experiments Essential experiments
allowed—those that, if discontinued, would generate significant financial or
data loss No more than 3 lab members designated as critical staff; rotations
allowed Students should not be working in the lab (this policy is under
reconsideration) All research buildings will be locked Maintenance of key
resources—animals, cell lines, liquid N2, etc.
Separate policies for nonhuman primate research Separate policies for COVID-19
research
Level 3
ALL experiments stopped
Revised lab research shutdown plan reviewed and approved by chair or director
within 24 hours of announcement of transition to Level 3 (we will provide a
fillable form within a few days, but please do not wait for that) Research
action plan filed with OHSU Research & Innovation within 24 hours of
announcement of transition to Level 3 (we will provide a link for filing in the
next 48 hours) All research buildings will be locked No more than 2 lab members
designated as critical staff; rotations allowed ONLY in cases of emergency with
department approval and notification of OHSU Research & Innovation One person
per lab allowed on campus at any given time Lab staff must freely volunteer to
come to OHSU—no coercion allowed Building access may be restricted, so expect
that only designated critical staff will be allowed in Key resource maintenance
allowed—animals, cell lines, liquid N2, etc.
Mandatory reduction of rodent colony size (see message from Kim Saunders on
3/16/20; further guidance will be coming) For those labs with large rodent
colonies, depletion of DCM staff may require those labs to assist in animal
care Separate policies for nonhuman primate research Separate policies for
COVID-19 research ALL exceptions reviewed and approved by OHSU Research &
Innovation
Level 4
NO LAB STAFF OR PI BUILDING ACCESS AT ALL Revised lab research shutdown plan
reviewed and approved by chair or director within 24 hours of announcement of
transition to Level 4 (we will provide a fillable form within a few days, but
please do not wait for that) Liquid N2 maintenance ONLY by Research
Stores—cannot be guaranteed, however (further messaging coming 3/18/20) Animal
management ONLY by Department of Comparative Medicine (DCM) Exceptions only
allowed for irreplaceable animals not managed by DCM (e.g., transgenic
zebrafish, Drosophila lines) For rodents, Gold Star-labeled cages will be
prioritized but care cannot be guaranteed (further messaging coming 3/18/20)
Mandatory reduction of rodent colony size Separate policies for nonhuman
primate research Separate policies for COVID-19 research ALL exceptions
reviewed and approved by OHSU Research & Innovation (review process will be
forthcoming) Animal exceptions reviewed and approved by DCM (review process
will be forthcoming) ―― View topic
