
Suggestions.... 1) Rather than have a user/PI barter with the core, you might consider a voucher program whereby the institution does the bartering on behalf of the core (especially if the institution subsidizes the core). This would allow the institution to weigh in on whether this is a worthwhile transaction, and at the same time avoid potential compliance issues (i.e., special treatment not provided to others). 2) Base rates for products (instrument use, services) should be agnostic to the purpose of the user. They must be based upon the cost of delivering the service, if the payer is using federal dollars. However, if the institution provides support for a special purpose/program (like a student project, pilot project, etc.), then this is compliant.
